Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been contained. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of opposing developments captured the harsh reality of the current period. By day, negotiation efforts are waged: hopeful statements are released from various governments. Considerable effort is allocated on containing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, military action persists as the primary tool for achieving "resolution".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is capable of detecting rocket firings from across the border, a capability provided through up-to-date information. From observation points, Ukrainian air force fighter jets that had been scrambled to engage hostile aerial threats roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.
Moments later, Kyiv's missile defense engaged: defensive missiles targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, most likely supplied through Western nations. Every firing creates sudden vibrations, causing tremors. The moment of terror quickly transforms into grim resignation: possibly the hostile projectile won't hit its mark this time, preventing destruction from ruin and another blackout.
Continuous Dangers
Soon after, a heavy machine gun engaged a drone close by, part of a rapid response unit – most likely allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its objective.
Periodically, this persisted until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, destruction and heating outages in numerous residences as a result of the nocturnal offensive. As customarily, everyone still went about their day – experiencing conflict. But those 24 hours encapsulated Ukraine's critical military reliance on Western support – a reliance that regional partners are demonstrably unable to fill in the short term.
Ineffective Peace Efforts
The comprehensive proposal from Washington generated strong feelings, debate and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new approach from Washington follows the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, no doubt, persist.
Political Considerations
It is tempting to accuse specific actors of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. American leadership functions according to a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The US administration presumes that it is unfeasible to pressure the Kremlin to abandon the areas that it already controls in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, Washington does minimal to discourage Russia, through diplomacy or military means, from assuming that the situation will not evolve additionally in its favour in the months ahead.
Divergent Views
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its allies are nearing depletion. Their reason to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to stop fighting, but they will continue as long as Russia's leadership remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding people and territory but avoiding a complete military breakdown until conditions improve in its benefit.
Present Conditions
Realistically, there are no real preconditions for a truce. Now, personal considerations are entering the equation: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their mission will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.
These two forces are guiding negotiations.
Summary and Prospects
It took a just a single week to kill the proposed articles of the current initiative. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all served their function.
While new initiatives based on established approaches are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and demonstrate specific hesitation to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, mainly require continued Western support.
